CANCELLED BEFORE OFFICIAL ISSUE DATE
First printing of  #NO2 (Garrett GO-2A) Large "COMMONWEALTH" K.P. issue on #NUZ1b 2c Rizal red K.P. psc with MANILA No. 1 / JUN 17 postmarks.

First overprinting, by mistake, released together with #NO3 KP stamps of April 7, 1943. In Garrett's book (page 366) four pre June 26, 1944 covers reported to exist. It is specifically mentioned that one is an "official" mail (non-philatelic?) and the other three cancelled PASIG, RIZAL. 

There is no doubt in my mind that the Manila steel No. 1 cds is genuine and the stamp is on  a small "COMMONWEALTH" post card.

The above example is obviously philatelic but the circumstances surrounding this issue make it immaterial.
